Local guide
DEHQ reviews the design. This site does not.
Fallbrook parcels in unincorporated San Diego County go through the Department of Environmental Health and Quality for onsite wastewater systems.
This is an independent referral guide. It connects homeowners with independent providers and may receive compensation. It is not a licensed contractor and it does not do the work.
What the county form is for
DEHQ publishes an OWTS replacement and repair permit application. It is signed by the property owner and a licensed septic contractor, and it is submitted with a site plan. The contractor evaluates the tanks and disposal fields, states the cause of failure, and recommends a repair or replacement.
Permit types on that form include tank replacement only, system replacement based on a health certificate or percolation data, and a substandard repair that must complete a variance section. An environmental health specialist reviews the file. This guide cannot tell you which box will be signed.
Soils, setbacks, and systems the county limits
A percolation test needs its own DEHQ permit before the test holes are dug. Supplemental treatment systems need percolation testing and a design from a licensed OWTS professional. Pump systems have the same professional design expectation on the county form.
The county septic page says tanks must have IAPMO approval and DEHQ approval for use. Leach lines may use rock and pipe or other approved chambers. Vertical seepage pits are restricted to certain coastal basins with saltwater intrusion, which is not the usual Fallbrook hill. Slopes over 25 percent need a stability statement with the layout.
Jurisdiction edges
The Local Agency Management Program says it does not cover tribal jurisdictions unless authority has been delegated. Parts of Pala are tribal land. Rainbow sits near the Riverside County line, but a San Diego County parcel is not a Riverside permit. Confirm the assessor parcel before anyone files.

Describe the failure
Say Fallbrook, Bonsall, Pala, or Rainbow, and whether sewage is backing up or the ground over the field is wet.
